What Is Emergency Lighting?

Emergency lighting is a battery-backed lighting system that activates automatically when the main power supply fails. It is designed to illuminate escape routes, exit signs, fire alarm call points and emergency equipment, allowing occupants to safely evacuate a building in the event of a power failure, fire or other emergency. Emergency lighting is required in all commercial premises, many HMOs and blocks of flats under UK law and BS 5266.

Who Needs Emergency Lighting?

Emergency lighting is required in the following property types:

  • Commercial premises — offices, shops, restaurants, hotels and warehouses under the Regulatory Reform (Fire Safety) Order 2005
  • HMOs (Houses in Multiple Occupation) — required in common areas (hallways, stairwells) as part of HMO licensing conditions
  • Blocks of flats — common areas including corridors, stairwells and exits
  • Schools, hospitals and care homes — required under sector-specific fire safety regulations

Testing Requirements

Under BS 5266, emergency lighting systems require the following regular tests:

  • Monthly test — a brief function test (typically 15–30 minutes) to verify that each unit activates and its battery is operational
  • Annual test — a full discharge test lasting the rated duration of the batteries (typically 1, 2 or 3 hours) to verify the batteries can sustain the required illumination for the full escape period
  • Certificate issued — after each annual test, a certificate must be issued documenting the test results, any failed units and remedial work required
Compliance Note: Fire risk assessors and local authority fire safety officers regularly check emergency lighting maintenance records during inspections. Failing to maintain and test emergency lighting can result in improvement notices, prohibition notices or prosecution under the Regulatory Reform (Fire Safety) Order 2005.

What Is Emergency Lighting?

Emergency lighting automatically activates when the normal mains electrical supply fails, allowing occupants to safely evacuate a building. It is required in all non-domestic buildings and in many residential properties including larger HMOs and blocks of flats with common areas. Governed by BS 5266-1:2016, the Regulatory Reform (Fire Safety) Order 2005, and Building Regulations Approved Document B.

All tests must be logged in a building log book. The annual full duration test should be carried out by a qualified electrician and a certificate issued. Records must be kept for 3 years.

Where Emergency Lighting Is Required

  • All escape routes in commercial and public buildings
  • All stairwells and corridors in HMOs and blocks of flats (communal areas)
  • Areas housing fire-fighting equipment and fire alarm call points
  • External routes from exits to the assembly point
  • Toilets larger than 8m² in commercial premises
  • Any area where sudden darkness would create a risk to occupants

Emergency Lighting for HMOs

For HMOs in London, most licence conditions require emergency lighting in all escape routes: hallways, stairwells and landings. Emergency lighting must remain illuminated for at least 3 hours after mains failure. Annual full duration test required and certificate issued.

Emergency Lighting System Types

Self-contained units
Most common in small commercial and HMO properties. Each luminaire has its own battery. Easy to install and maintain.
Centrally-supplied systems
A central battery system powers all emergency luminaires. Used in larger buildings. Easier to monitor centrally.
Maintained systems
Emergency luminaires are on constantly (e.g. exit signs). Switch to battery when mains fails.
Non-maintained systems
Emergency luminaires only illuminate when mains fails. Most common in offices and commercial spaces.
