In addition to the statutory certificates above, most local authorities operate selective licensing and/or additional HMO licensing schemes that require evidence of a current compliance pack at licence application and renewal. Some boroughs additionally require legionella risk assessments, fire door inspection records and management training certificates for licensed HMO operators.
Houses in Multiple Occupation (HMOs) carry the heaviest compliance load in the UK rental sector. Whether you operate a small 3-person shared house, a large purpose-built HMO or a licensed multi-let conversion, the regulatory requirements are extensive and the consequences of non-compliance — particularly during licence renewal — are severe.
Under the Housing Act 2004, mandatory HMO licensing applies to any property occupied by 5 or more people forming 2 or more households who share kitchen, bathroom or toilet facilities. Many local authorities operate additional HMO licensing on top — extending licensing to smaller HMOs and (in some boroughs) all shared houses regardless of size. Selective licensing extends further still, sometimes covering all rental property in designated wards.
